联合国在2015年峰会上通过了2030年可持续发展议程，议程涵盖了17项可持续发展目标(Sustainable Development Goals,SDG)，其 中SDG11为可持续发展的城市与社区(Sutainable Cities and Communities)，该目标又细分了七项具体要求，包含城市和社区发展的方方面面。可持续社区是在联合国提出的可持续发展目标框架下，以绿色、共享、共治、包容、韧性等为愿景，有能力充分动员所有利益相关方参与社区建设和社区治理以增强可持续性的社区。可持续社区需要满足以下标准：为居民提供可负担的住房和公共服务、安全绿色的交通出行方式，拥有参与性强的住区规划能力、强有力的文化资源保护力度、较强的生态和安全韧性、优质的社区环境质量、面向各类群体的包容性社区空间。
